I recently purchased a 2004 FX35 and have run out of ideas on what is causing a fast blink condition on both turn signals. It occurs for both left and right but the hazard lights blink at normal speed. All lights work and all fuzes are good. No LEDs. BCM and combination switch on the steering column replaced with no effect.

What else could it be?

Are you sure your bulbs are good? Sounds like 1 or more are burned out. In that instance, the hazards work same speed... And it would be either of the front turn signal bulbs as the rears are LEDs...

Replaced both front bulbs already. No change.
Have you put on your HAZARDS and done a walkaround? Just in the off chance that one of your new bulbs was bad or you possibly put them in wrong? There's really no other reason that you would have the fast blinking...

All bulbs work. Dealership was unable to figure this out as well. They checked the BCM and also replaced a taillight module with no effect. They suggested the next thing in the line that they would replace was the combination switch but after that they were lost. I replaced the combo switch and still no change.

Does anyone know the resistance values that the BCM is looking for? Across the fuze and at the bulbs?

In the good old days with flasher units they relied on the current to move a bimetallic strip, so flashing too fast was a sign of a bulb out, or LEDs fitted not drawing enough current.

Nowadays this is different as the BCM does all this with its software. Hi speed flashing is the BCM warning you that a bulb is blown.

So check the bulbs including any side repeaters and replace if necessary.
